Yes. One day all of Sitecore will be pristinely in the cloud. However, today, we still have the challenges of IaaS installations, local developer instances, and complex topologies that required a bit more thinking to implement. This is why I have always loved the Sitecore Installation Framework. One thing that has become a pain are ensuring the prequisites.json is pulling in the correct dependencies. Just the same, in the case of offline installers: ensuring the correct dependencies are on-board at runtime. In many cases, historical links to the correct Microsoft libraries have been moved!
